So, basically only the newest AppleTV is capable output this correctly? otherwise it would have been an MKV container.

you should be able to mux this with mkvmerge into an kmv container 🙂
If you have an LG OLED just put the MP4 file on the usb Stick and connect it, that’s it:
you’re good to go and the tv will play Dolby Vision and Dolby Atmos just fine.
Nvidia shield, Oppo 203 and Emby client on my LG oled. All capable of playing this file with dolby vision just fine. No need for a apple tv.

Your TV or Player is most certainly not able to play Dolby Vision Content.
