DOVI encoding is generally somewhat more efficient. In this case, Amazon probably thought they would save some traffic.
The second possibility is that there are minor regional differences.

Other Fallout S01 Dovi/P5 releases are round about 65GB.
Yes, FLUX seems to have overall best DV-only profile 5 encodes but NTb has best hybrid DV/HDR. However, my PQ comparison does show the DV-p5 is superior to HDR, if your device can play that video type, then go with it. AMZN has pretty bad HEVC tunings for HDR on this one and not enough bitrate for the length and 4K DI master with grain on any version, sadly. Unfortunately, we will not likely see a high-bitrate UHD Blu-ray for this and have to live with what we get.
